App panic
The App panic card sits on Settings → General, below the Modules & capabilities board. It answers one question: what may the people on your sites send you from their phones?
It has two controls that do different jobs, and it helps to keep them apart:

Any VCR manager can change both — they are operational choices, not super-admin gated. The platform enforces the same permission behind the interface, so neither can be changed by someone without it whichever route the change comes through.
Offer location panic (My Location Panic)
This is your control room's opt-in to the location-panic lane.
While it is off, nobody can send your control room a location panic — not even a person explicitly granted "Site + location panic" on a site's People tab. Their grant stays site-only towards you.
The override that grants location panic lives on the person-at-a-site record, and a site can be connected to more than one control room. Without a per-control-room gate, one company granting a keyholder location panic turned every control room connected to that site into a location-panic destination — including rooms that had never opted in and had no way to know. The opt-in closes that: your control room only ever becomes a destination because you switched it on.
Switching the opt-in on by itself changes nobody's default. It only arms two things: the "Site + location panic" default option below, and per-person "Site + location panic" grants on your sites' People tabs.
The three-way default
One default applies to every app user on your connected sites:
- Site panic only (the default for a new control room) — Panic Response, Fire, Medical and Armed Response, always for the site the person is on. No live location.
- Site + location panic — everything above, plus My Location Panic: a panic from wherever the person is, with live GPS shared while their app is open. On the panic-first Home (people whose only device is the Panic App) the SOS button also attaches and streams the sender's live position.
- No app panic — app users see no emergency buttons. For control rooms that only monitor and never dispatch.
Under the choices, a summary line counts the app users on your sites, how many currently have location panic, and how many carry a per-person override.
The two interlocks
The switch and the default are kept honest by the platform — you don't have to remember to keep them consistent:

The middle row is the common one for a control room selling location cover as a product rather than giving it to every keyholder: switch the opt-in on, leave the default at Site panic only, and grant it person by person.
Overriding one person
Every person's editor on a site's People tab (Site → People → edit person) carries an App panic select:
- Use workspace default — the normal case; follows the default above.
- Site + location panic
- Site panic only
- Location panic only (no premises) — offered on a site typed Personal (panic), and on anyone who already carries the scope. See the note below.
- No app panic
This is how the selected people only mode grants location panic. For a non-app keyholder the override is stored now and takes effect the moment they accept an app invitation — accepting converts the same record into their app user, so the setting survives.
An override still cannot beat the opt-in: a "Site + location panic" grant stays site-only until the switch at the top of this card is on. The person editor says so inline.
Add personal cover gives this scope to someone with no fixed address — a student, a commuter, a person between homes. Their premises panic is refused rather than sending a vehicle to a placeholder pin, so location is their whole cover.
It is offered on a site typed Personal (panic) — the kind Add personal cover builds — and on anyone who already carries the scope, wherever their record sits, so the setting can always be read and re-set rather than silently replaced.
Because location is all these people have, this scope is the one most exposed to the opt-in above: with Offer location panic off they have no working panic at all. The person editor says so inline whenever the scope is selected.
Which sites can carry location panic
A live-GPS panic needs the person to be on at least one site with a linked hub of any type. A person with no monitored premises therefore still needs a base site, and that base can carry the per-user Panic App hub instead of a CCU. Setting all of that up by hand is what Add personal cover does in one run.
Emergency profiles register
The Emergency profiles register button expands a read-only table of everyone on your sites who has filled in an emergency profile — photo, medical alerts, vehicle, emergency contact, and when it was last updated. Photos are fetched through short-lived signed links, so the table is worth re-opening rather than leaving loaded all day.
If nobody has one yet, the card says so: people are nudged to add a photo and medical alerts from the app's Home screen and Emergency panel.
Photos, medical alerts, vehicle details and emergency contacts are self-service. People fill in My emergency profile in the app; your staff can also edit the same fields per site under People, and the newest save wins. Whatever exists at the time is snapshotted into each panic for your operators and responders.
The register is a list, not a queue — there is nothing to action on it. The old allow-per-connection search and the approve/reject enrolment queue are gone.
Where else the opt-in gets switched on
Two places switch the opt-in on for you, because the thing being set up is worthless without it:
- Choosing the Site + location panic default on this card (above).
- Selling Panic app cover from an onboarding journey — selling location cover is opting in.
Add personal cover on the Sites page grants the person location panic, but it does not touch this control room's opt-in. If the switch at the top of this card is off, the cover you just set up is inert: a person given Site + location falls back to site panic only, and a no fixed address person — whose premises panic is deliberately off — is left with no working panic at all.
Switch the opt-in on before you sell or set up personal cover.
